I am exploring a community outreach approach to 1) establishing if the community thinks there is a problem, 2) if so how committed they are to solving it, and 3) given the strength of their commitment, considering the range of solutions that might be relevant for them.

This approach has probably been tried before, so I don’t want to reinvent the wheel. Can you point me to useful resources?
