A great many people apparently, to judge by the reaction to our yesterday’s World Street posting on the decision of the city of Paris to limit virtually all traffic in the city to a top speed of 30 km/hr. That article literally blew the lid off of the normal reader reaction to postings here, which commonly run in the hundreds at most in the several days immediately following publication. In this case we were deluged by more than three thousand readers who checked in from more than 50 countries to see what all this is about. Cities live and flourish when they find their own way to combine density, mixed use, access, active citizenry and quality of life. And thus every square meter that today is not being used in the public interest is a waste, a failure of imagination and citizen engagement. Happily this idea of reclaiming the unoccupied, the abandoned, or the hijacked spaces of the city for the community as a whole is a movement that is now in full flower, and we intend to report on it in World Streets. We are calling this: The un/OCCUPIED movement.
Did someone say, White Chairs?
During Rotterdam’s public art festival Wereld van Witte de With, urbanism office M.E.S.T. reanimated this idea. But instead of bikes, the designers left 350 white chairs in public space in Rotterdam. The chairs served as a terrace for all the decentralized performances, and fed a discussion about public space and ownership at the same time. People were allowed to use the white chairs freely and to take them to any other location as long as they remained part of public space. The white chairs were slowly spread across the city. According to the festival organization, they were even spotted at the Central Station of Leiden, a town somewhere between Rotterdam and Amsterdam. Continue reading

Michael Kimmelman reports in today’s New York Times about the new trend whereby “All around the world, highways are being torn down and waterfronts reclaimed; decades of thinking about cars and cities reversed; new public spaces created.” That is certainly good news and true, but there is a bit more to it than that as you will see if you read on. Chris Bradshaw, Canadian planner and new mobility innovator, takes us on a quick peek into cars as “enclosures” of what should more rightly be the common domain in our cities. When we look at it this way, the concept of a “right to park” starts to look quite different. We are once again back to the concept of “worst practices” on the one hand, and on the other, our the understanding of space as public, private . . . or social. The Stuttgart conference of Cities for Mobility this year represented an important step forward in the construction of a well-defined agenda for new mobility that up until the present time has been sadly lacking. But what we have managed to develop over the last two decades is a certain number of basic principles spanning many different areas and kinds of operational situations, but somehow until now we have failed to put them all together into a well-defined, convincing operational and policy package. Toward the end of last year I was asked by the team responsible for organizing this year’s fifth annual congress of the Cities for mobility program, which is to take place in Stuttgart from 3-5 July, to brainstorm with them about a central theme for the presentations. Chennai had prepared a plan some years ago for a multi-storey parking deck in T. Nagar where the Panagal Park now stands. T Nagar, once a quiet residential neighbourhood, is now the shopping centre for all of Chennai and has tremendous levels of congestion. The parking plan was called off due to protests by walkers and elderly citizens. I recently got the happy news that a revised plan to build an underground multi-storey parking facility below the Venkatanarayana Road playground also got struck down in the Madras High Court. The court reasoned that the city was lacking in open spaces – which are now considered an integral part of the constitutional right to life. The parcel under consideration is zoned as an open space and has been in use as a playground for more than 60 years. The court found that this activity cannot be disrupted for providing services to motorists who visit this central neighbourhood in the city for shopping. Continue reading
I appreciate this opportunity to share with this distinguished international audience by way of introduction to the presentations and discussions that will now follow a few words on why I think that the concept of more and better sharing of scarce resources of all kinds is an important concept for quality of life for each of us on this small and shrinking planet. And to talk with you as well briefly on why I have come to the conclusion that the transport sector gives us a great place to start both to do a lot more sharing and to learn about why we human beings like, or don’t like, the idea of sharing things.
